The head of Caucasian
Muslims Department (CMD) Allahshukur Pashazade left for Berlin
to participate in the conference on religious situation in Azerbaijan.
The event was organized by Conrad Adenawer.
June 10
Sabail Court declined
the claim from Bibi Eybat Mosque demanding eviction of Aydin
Aliyev from his home. A. Aliyev’s lawyer appealed to court with
request to stop the case, as such claims are not considered
in courts, because nobody can evict A.Aliyev from his house
without his agreement, but Court appointed consideration of
the case for June 20, 2008 at 15.00. The lawyer considers that
it is on more attempt of despotism. Fuad Agayev considers that
there is not any decision of the Cabinet of Ministers to pay
a compensation for the house built in the beginning of 20-th
century by his ancestries; there is a will to deprive him of
his house. Agayev considers necessary interference of the head
of CMD A.Pashazade because the claim was made on behalf of the
religious organization led by him.

At the final session
of the International forum «Expansion of women’s role in the
inter-cultural dialogue» held in Baku Secretary General of OIC
Ekmeleddin Ihsanoglu awarded Azerbaijan’s First Lady Mehriban
Aliyeva OIC Good Will Diploma.

President I.Aliyev received Secretary General of OIC Ekmeleddin
Ihsanoglu. The guests noted significance of the international
forum «Expansion of women’s role in the inter-cultural dialogue»
and thanked the President I.Aliyev, the Ambassador of Good Will
of UNESCO and ISESCO , the President Heydar Aliyev Foundation
Mehriban Aliyeva.

Trial in the Grave
Crimes Court chaired by the judge Aflatun Gasimov considered
the case on a citizen of Saudi Arabia Nail Abdul Kerim Al Bedevi,
nickname Abu Jafar and additional 17 people. The are accused
for close relations with international terrorists from Al-Qaeda
and Al-Jihad, and for creation of armed terrorist group. Most
of the accused partially admitted their guilt.
There are 43 witnesses and three sufferers. Abu Jafar is accused
for the attacks on enterprises, organizations and some people.
He is accused under the following Articles of the Criminal Code:
12.3,279.1 (creation of illegal armed formations,) 228.3 (illegal
keeping, storage and transportation of arms and ammunition),
318.2 (illegal crossing of Azerbaijan’s state border), 315.2
(resistance and use of force against power representative),
206.3.2 (smuggling) and 120.2.1,120.2.3,120.2.4,120.2.6,120.2.7
(the attempt of deliberate murder.)
Other members of the group are accused under different Article.
* On November 6, 2007
Azerbaijan’s National Security Ministry (NSM) made a statement
on conduction operation for detain of religious extremists led
by Abu Jafar. According to NSM, the group was formed of people
participating in illegal military formations,radical wahabits
and other extremist elements. On September 26, 2007 citizen
of Gusar region Telman Abdullayev wounded two policemen and
run away, but later the law enforcement bodies detained other
members of the group, but Abu Jafar again managed to run away.
Kalahsnikov sub-machine gun, three pistols, 12 grenades, more
than one kilo of exploding substance and many other things were
confiscated forms the group members. Investigation was conducted
by NSM.

As a result of operation
conducted by NSM in the village of Lokbatan a religious community
"Jehovah’s Witnesses» was revealed in the House N1 in the
flat of Saadat Javadova. Maps of military shelters, approximately
70 copies of prohibited literature, approximately 900 booklets,
20 registration cards of the members of this religious organization
and information sources propagandizing religious rituals were
found in the flat. According to information, Javadova attracted
to the circle approximately 20 members, including teenagers.
Refurbishment works
in some mosques of Azerbaijan are coming to end, said Deputy
Head of CMD Eldar Mikailzade. Central mosque "Teze Pir"
will turn after reconstruction into a large religious complex
in which new building of CMD, Baku Islamic University, medrese,
hotel and conference hall will be located. President Ilham Aliyev
provided financial support in realization of this project.
Similar works are going on the in the Ajdar Bey mosque; reconstruction
of Juma Mosque in Icheri Sheher is coming to end.

Orthodox believers
in Azerbaijan mark the Day of Memory of one of 12 apostles of
Jesus St. Varfolomey, the protector of Baku city.
* The history of Varfolomey’s life is full of legendary events.
His real name was Nataniel, and when he was adult he was given
name Varfolomey. During his trip to India and Albania he managed
to turn many heathens into Christianity. In Alban City (Baku)
the apostle was captured at the order of heathen priests and
was crucified.

Head of Evangelist-Baptist community in the village of Aliebyli
in Zagatali region Shabanov was arrested. Arms and 29 prohibited
religious books were found in his flat. Shabanov was arrested
for two months.
* Communities of Evangelist-Baptist Church function in 20 regions
of Azerbaijan. Total number of their members is 2,000, including
70 people in Zagatali region.

Cathedral of Russian
Orthodox Church on June 29 highly appreciated the level of tolerance
in Azerbaijan , the dialogue between civil society and religion
and development of inter-religious dialogue, journalists were
on June 30 by the bishop Bakinsky and Precaspian Alexander II.

Main problem between Baku and Pre-Caspian Orthodox Church is
absence of enough number of personnel for vacancies, said the
bishop Bakinsky and Precaspian Alexander II.

Eparchy is going to appeal to the heads of Russian Orthodox
Church with request to increase its budget, as it is not able
to provide itself with library and Sunday schools.
*Baku and Pre-Caspian Eparchy has approximately 200,000 believers.
Seven orthodox churches function in Azerbaijan.

Turan agency conducted
poll among experts and human rights activists religious regarding
the decision passed by Turkish parliament in the sphere of religion
an their attitude to annulling by Constitution Court Turkey
the decision of parliament about wearing hijabs in universities.
The leader of Juma
religious community Ilgar Ibrahimoglu called this decision reactionary
which is isolating Turkish community from democracy and human
rights. He considers that hijab is a constituent part of the
freedom of speech. According to most of Turkish political experts,
politicians and human rights activists exceeded its power and
it was anti-constitutional step, he said. Constitutional Court
of Turkey he exceeded its authorities He reminded that the same
attempt was made in Azerbaijan’s parliament several months ago
during discussing of the law «On Education.» Then this attempt
failed. Today there is not such a problem in Azerbaijan, he
said.
Expert Nariman Gasimoglu noted that there are not any restrictions
in Azerbaijan’s Constitution regarding wearing of hijab, at
the same time he considers the decision of Turkish Constitution
Court is right, because it threatens the traditions of high
state.
Director of Peace and Democracy Institute Leyla Yunus reminded
that the question on wearing hijabs in public places has been
discussed in Turkey since the beginning of 20th century. Turkey
is a high state which is integrating with Europe. "I do
not think that this decision of Constitutional Court is a violation
of human rights. Koran does not say it is necessary to cover
head. Turkey is a high Islamic state with democratic values,"
Leila Yunus said.
Concerning Azerbaijan, state offices must differ from private
ones. "There must be certain restriction regarding wearing
of hijabs in state offices. Of course, it will cause negative
reaction, but it is not restriction of human rights," Yunus
said.
Human rights activist Sayida Gojamanli considers that wearing
of hijab is a right of every person, and it is necessary to
find some decision on the matter which requires flexibility.
Director Media Rights Institute Rashid Hajili said that Azerbaijan’s
Constitution of Azerbaijan does not prohibit wearing of hijabs
in public places . Of course, there were cases when rectors
of some institutes prohibited covering heads, but the decision
of Turkey’s Constitutional Court testifies independence of court
system in this country. On the other hand, it is a violation
of human rights.
Do radical
religious sects activate?
On June 18 Baki Heber
newspaper published Rasim Bayramov’s article titled "Radical
religious sects try to activate." Analyzing the activity
of religious sects in the country the author of the article
tried to warn that some radical groups try to act in the forms
of groups. It means that their activity has become more dangerous.
Who is a bearer of
potential threat? "Yerkrapa" and "Jehovah’s Witnesses"
- brothers for ever?
Referring to the conclusion
made by the Strategic Researches Center the author noted that
"Jehovah’s Witnesses" sect were connected with Armenia’s
intelligence and act together with semi-military group "Yerkrapa"
("Guards of motherland.")
But it can hardly be true because this union of volunteers is
a militarized formation of supporters of former Defense Minister
Vazgen Sarkisian. After the death of their patron in the parliament
as a result of act of terrorism on October 27, 1999 the organization
was disgraced.
After "Yerkrapa" supported former president Levon
Ter-Petrosoan searches began in the flats and offices of the
activists of the organization. Regarding "Jehovah’s Witnesses",
according to Amnesty International for September 26, 2007 in
Armenia for the refusal to serve military term 82 members of
the organizations were arrested. "Yerkrapa" and "Jehovah’s
Witnesses" can hardly have anything in common, and can
hardly coordinate undermining actions against neighboring countries.
"Adventists of Seventh Day" are also being suspected.
There is still threat
of radical wahbism. They try to bring conflict between Azerbaijan
and the West?
Balayev believes that
the main goal of Kamran Asadov’s group was to hamper the process
of Azerbaijan’s integration with the West and to demonstrate
that the country is not quite safe for western diplomats. The
group panned acts of terrorism against embassies of Western
countries, particularly USA and Great Britain in Azerbaijan.
The group made armed attack on LUKoil petrol station, wounded
badly one of employees and stole approximately 3,000 manat from
cash.
The author considers that a citizen of Saudi Arabia Naif Abdula
Kerim al Bedevi nickname Abu Jafar and other 17 people were
to fulfill the same mission.
